What M4 brings to Government programs
SharkSmart runs on M4 (formerly Mobiconnect), Mobiddiction’s multi-tenant platform. Where compliance requires it, a program runs on separately provisioned infrastructure: SharkSmart has its own network, load balancer, database cluster, storage and release branch, and runs the same M4 codebase, released on its own schedule.

We help agencies design, deliver and support digital services that must operate at scale, meet strict compliance requirements and keep evolving over many years. Our engineering, spatial, DevOps and security teams work together across the whole application life cycle, from first design through maintenance, optimisation and major redevelopment.
How long our programs last is the best evidence of how we work. We have delivered and operated SharkSmart for the NSW Department of Primary Industries and Regional Development (DPIRD) since 2014, and FishSmart, the official NSW recreational fishing app, has been live since 2015.

Developed and operated under Mobiddiction’s Information Security Management System, certified to ISO/IEC 27001:2022 by an independent, accredited auditor.
The ISMS governs how we design software, maintain applications, manage cloud environments, handle client data and run our own processes. It gives agencies documented, repeatable controls for risk management and governance, secure development, vulnerability and patch management, access and change control, and incident response and audit readiness.
Our Trust Centre gives procurement and security teams direct access to our controls, policies and governance documentation.
Support matched to how critical each service is
Government applications evolve over many years and need more than project delivery. We offer business-hours, after-hours and extended support tiers, including seasonal uplift: on SharkSmart we increase support coverage over summer and the school holidays, when more people are in the water.
Application support and maintenance
Support from first design through deployment, maintenance, optimisation, monitoring, security operations and major redevelopment.
Incident, problem and change management
ITIL-based incident, problem and change management, with response and resolution SLAs set by how critical each application is.
Enhancements and scheduled releases
Releases are planned through structured change control, with a hypercare period that stabilises each major change before it moves into standard support.
Cloud and security operations
Proactive monitoring and alerting, backup and disaster recovery planned to agreed RPO and RTO objectives, and configuration management and environment governance.
Spatial data and mapping
Hands-on delivery with ESRI ArcGIS, on Survey Mark and Forestry Corporation of NSW’s MapApp, and with Mapbox, the source of FishSmart’s legislated fishing zones.
API integrations and data pipelines
Integrations with agency systems and live data sources, such as the acoustic listening stations and drone surveillance reports behind SharkSmart’s alerts.

Our consulting is led by engineers with more than a decade of hands-on experience delivering government platforms. We provide architectural reviews, risk assessments, cloud migration paths and recommendations that weigh security, cost, performance and long-term maintainability, shaped by multi-vendor environments, integration constraints and formal governance.
Our teams work across Python, Node, Java, PHP, C#, React and Angular, spatial frameworks and cloud-native architectures on AWS and GCP. Changes go through secure coding practices, peer review, automated testing and CI/CD pipelines, and SharkSmart’s major updates have been signed off by an Enterprise Architecture Review Board.
Australian hosting, managed for you
SharkSmart runs on AWS in Sydney, on infrastructure provisioned for the program, so operational data stays in Australia. Mobiddiction manages hosting, monitoring, backups and performance for SharkSmart and FishSmart as an ongoing managed service.
Monthly and quarterly service reporting
Program-level reporting across all active work, clear escalation paths and structured communication, so agencies keep oversight of, and accountability for, their systems.
Scalable teams with specialist capability
Support engineers, developers, cloud and DevOps engineers, security specialists, testers, UI/UX designers, AI engineers and spatial specialists. We are headquartered in Sydney, with a Brisbane office for Queensland work, and deliver programs Australia-wide. For larger interstate programs we can recruit dedicated local roles.
